Guidelines for Administrators
Professional
Education Competency Demonstration
The following Guidelines are presented in conjunction with
the program for teacher seeking certification from the Florida
Department of Education.
- Teachers seeking certification who are required to complete
a PEC program must submit a Participant Information Form
to the CSF Vice President for Teacher Certification. The
teacher must apply for and meet the requirements for a Temporary
Certificate. The local school administrator must submit to
the FDOE a Request for the Issuance of an Initial Certificate (CT111).
The teacher’s FDOE Statement of Eligibility will determine
whether or not the PEC program is required.
- Since the Screening/Summative
Observation Instrument (SSOI), based on the Florida Performance
Measurement System (FPMS), is the instrument used to validate
the competencies, the local school needs to have available
at least one person who is qualified as an SSOI Observer
and updated according to state requirements to participate
in the PEC program administration.
- Since the Florida Performance
Measurement System (FPMS) and the formative observation
from the six domains are part of the criteria for demonstration,
the local school is encouraged to have master teachers
trained in the domains so they can work with the teachers
enrolled in this program.
In addition, Christian Schools of Florida has been advised
by the FDOE that the school must have personnel trained in
Clinical Education on staff to assist in the administration
of the PEC program.
- When the competencies have been demonstrated, the teacher’s
portfolio should be sent to CSF Vice President for Teacher
Certification for review. The VP will submit the Verification
of the Demonstration of Professional Education Competence
form CT 118 to the FDOE.
- Review Process: Oh an annual basis,
the CSF Vice President for Teacher Certification will contact
the designated individual in each organization to ascertain
if an organization has permanently added a demonstration
of a competency. The VP will convene a review committee
to review these submissions. If approved by the review committee,
it is sent to FDOE for approval.
- Correlations between the

Education Competence (1)
- The teacher should apply for a Temporary Certificate in
order to receive a Statement of Eligibility from the FDOE.
- The teacher may enter the program any time after the Statement
of Eligibility is received. The Participant Information
Form should be mailed to the CSF VP for Teacher Certification.
- The designated personnel at the school should meet with
the teacher to develop a plan and timeline for the demonstration
of the competencies.
- As each competency is demonstrated,
the individual Competency Demonstration forms (following
section) should be completed.
- Schools should maintain
a portfolio throughout the year each teacher participating
in the PEC program. The portfolio should have copies of
all materials applicable to documenting the competency, including
copies of test scores, observations, etc. This documentation
should be filed behind each individual Competency Demonstration
Form.
- When all competencies have been documented, the
school administrator should complete the Verification of
the Professional Education Competence form. The teacher’s
portfolio and supporting documents should be sent to the
CSF VP for Teacher Certification, along with the signed Verification
Form.
